Applying for work permit by mail

I have a friend here on a tourist visa - has the qualifications for the live-in caregiver program -- but she doesn't have a US visa in order to submit her application to Seatle. Is there another option? Can she mail it in?

I understand that it is possible to submit a work permit application by mail. However, they can require her to come for an interview and if she can't attend, the work permit will likely be refused. This question would best be answered by an Immigration Consultant.
