Can a live-incaregiver bring her kids with a study permit?

My sister lives in US with her 2 kids the are US citizens and they are underage. My sister is a single parent. My sister is going to apply under the live-in caregiver program but she cannot leave the kids behind in US. Can she apply under the program and at the same time can she or me apply for the kids study permits so they can come and live with me (the aunt) while my sister is under this program?. I am a Canadian citizen and I financially capable to take care of the kids while my sister is working as a live-in caregiver. She meets all the requirements as a live-in caregiver. I know they are not supposed to bring their kids with them until they get their permanent resident cards but this is a different case there is no family or father in US that can take of the kids while she is here. Is this possible and if so how can we do this? she will have to apply for her live in caregiver permit and in a separate application for the kids study permit? or can I apply for the study permit for the kids? could you please help me. Do you know of a case like this? could you please give me some advice?
